   The fact that the EPS would willingly be used to question each member of the agency as they entered the 1997 AGM - interrogating each member as to whether they were Alan Blanes or a supporter of Alan Blanes - and to say that their duty was to prevent Alan Blanes and anyone supporting Alan Blanes from attending the meeting - indicates that the EPS has been subverted as a tool for the defense of democratic social organization - and is instead being used as a tool of tyranny.
   
   It is totally amazing to me that our government shows any mystification at all about the gross escalation in the number of homeless, disabled citizens, when the government at all levels has been complicit in allowing gross misuse of law enforcement. The EPS essentially killed the democratic self-determination vital to enabling special needs housing residents to take some control in proposing and operating their own housing solutions, in the record of this case.
   
   The Law Enforcement Review Board [LERB] ruled after it held a hearing December 13, 1999 that this fundamental denial of self-determination is a "trivial" matter [ruling issued January 2000]. They restricted their whole analysis to the question of whether there was any "impolite" behavior being exhibited by the police during their extortion of the members of HHSA. The LERB refused to admit any evidence concerning the illegitimacy of the position of the HHSA Executive vis-à-vis Alan Blanes and the General Membership.
