    Mr. Leslie stated he is a member of the City Council; however, his comments and opinions are his and his alone - he was not present as a representative of the City Council.He testified that he is not against development and if the proposal goes through it will not only reduce traffic in front of his house, but it will also bring utilities closer to his property.He went on to say, however, that he is not in favor of the application.According to the memo from staff, Mr. Leslie stated the applicant is proposing a substandard local street that will by pattern and practice act as a collector street.He said Penny Avenue is not designed for the amount of traffic it will receive if the application is approved.He further listed speed and safety issues as major concerns.Mr. Leslie also noted misleading statements made by the applicant that the City has been working with the applicant to remove the home from the site - this is not true - the house has been improperly stored for a number of years, the City has condemned the house to ensure it would be moved, the applicant has appealed the condemnation, and the two parties are preparing for litigation.In conclusion, Mr. Leslie stated if the road is developed at all, it should be developed to collector standards, which means it would be a divided street with curbs, sidewalks and on-street parking.He said anything less would be a disservice to the City and the people who will live on American Street and Penny Avenue.

    At the Monday, June 16, Sandy City Council meeting, Councilor Bill Leslie put forward a motion to have the city of Sandy officially endorse the Season of Service, a Portland-area program designed to mobilize volunteers to tackle various community service projects.
