Councilor Leslie stated he received notice and spoke in opposition at the Planning Commission meeting so he would excuse himself as a Council member.

In response to Mr. Leslie's question, he indicated no traffic calming features were being proposed; however, the applicant would be agreeable to a condition to install speed humps if the Council desires.

Mr. Leslie stated he is a resident of Sandy and a member of the City Council; however, he was speaking on his own behalf and that his opinions are not reflective of those of the City.He testified he had several issues with the application: the proposal is for four houses, but the groundwork is being laid for 41 more; PIFC is willing to work with the City to build the road with SDC's and other monies; the 1,685 feet of road will be maintained by the City principally for the benefit of four people; and, there is no suggestion as to when, if ever, Jewelberry will be extended.Mr. Leslie concluded that a good long-term comprehensive solution is needed.He suggested the Council approve the application without Kampa Lane, allow the four homes, and refrain from committing the SDC funds.

Regarding the suggestion by Mr. Leslie, she stated, "the straw that broke the camel's back already broke the camel's back."

Councilor Moyer expressed his support of Mr. Leslie's suggestion of allowing the four lots to be developed as long as there was a gate for emergency access only.He could not support development of Kampa Lane.
