    "The Court of Appeal's ruling was a meritorious one in our view," said Attorney General Carl Bethel who was on hand for the ruling.

    "We think that it will be a judgment that will stand and that the ballot is a secret ballot for all practical purposes."

    He said, "the only basis on which the secrecy of the vote can be brought into question is where there is a substantial allegation of fraud that is proven before a judge at the Supreme Court, who then gives permission for an Election Court to be convened and the scrutiny would be ordered."

    He said the ballot remains secret and voters could be satisfied that their vote is secret.

    Bethel said the ruling was "about the prevention of fraud and the prevention of opening the electoral process to abuse."

    "This is not only about having free elections but fair elections," he said.
