   Rick Betancourt, the owner of Direct Hit Inc., a Miami company that is one of the two hoping to split the Tallahassee DHL territory, said his company would review applications from the strikers but probably would not be able to provide full service until late next week. Tampa-based Cartage Solutions is the other company taking on Tallahassee DHL territory.
   
   Betancourt said Direct Hit pays its employees a salary and provides vehicles and health benefits.
   
   He said he was "optimistic" the arrangement with Cartage Solutions could be worked out and Tallahassee's DHL service returned to normal.
