On April 20, 1959, ACSM National President George C. Bestor sent a letter to all New Mexico ACSM members, inviting their opinions about forming a local (meaning state) chapter. He wrote that there were 13 states west of the Mississippi without local sections, and that New Mexico because of its large existing membership seemed a good place to start one. Bestor pointed out, that after the formation of state sections ACSM membership rose dramatically. As an example, Arizona had formed a state section only six month earlier in November 1958 and membership rose in two month from 15 to 80. Other states had similar spectacular growth. Bestor lived in California and offered to stop off in Albuquerque on his next trip to Washington, and to talk it over. He was anxious for local surveyors to respond and arrange for a meeting.
