Kennard J. Besse 1932 took his undergraduate studies at Beloit College and received his law degree from the University of Michigan at Ann Arbor. For 57 years he was a practicing attorney in the law offices of Besse, Frye, Arnold, Miller and Lancaster. He was the chairman of the Illinois State Chamber of Commerce Transportation committee and chaired the 7 city committee that worked to build the Route 88 Tollroad. He solicited and drew up the Patterson Trust that provides a large annual sum for the Pediatrics Department of CGH Medical Center. He served the community in many ways: Chairman of the Chamber of Commerce Welfare Committee, President of the YMCA, President of the Sterling High School Board, and Chairman of the United Way. Mr. Besse has been described as a "lawyer's lawyer". He was treasurer of the Illinois State Bar Association and a Master of Chancery for the Sterling City Court. He was nominated as a Laureate to the Illinois Lawyers Association 2000. During World War II he served in the quartermasters corp. of the United States Army.
