Jack Bess, who is the Project Controls Consultant for ChevronTexaco's Project Resource Company, observed that "There had been significant developments in software capability by 1996.

"The software we have seen tended to be created from the contractor's perspective, not suited to our industry's large capital projects," says Bess. While a major oil company surely has the financial capacity to hire developers internally, "We thought about designing and building our own, but we didn't want anything that someone had to write… after 20 years in project controls, I was aware of the intricacies of integrating multiple large volumes of data and tying it back to budget -it's not an easy job. We wanted something available today, and with a track record." In 1997, Jack Bess was introduced to Kildrummy. "We brought the technology in, and put it to the test for 6 months, and we went out to other users to verify that it worked. We started out with ten JobProms licenses, and within a year had moved to fifty."
Chevron had arrived at a similar conclusion in 2000, and was using Kildrummy's® JobPROMS, on several projects of their own. So after their merger, "We were both using the same systems. There was no question in my mind what we should do," says Bess.

"Participating in this extensive testing gave us the confidence that we could start moving towards using CostMANAGER for new projects when it was officially released in November, 2002," says Bess.
...
"Every project can choose what software solutions to use," says Bess. -
