   Steven Besner is an independent human resources consultant who specializes in policy development, human capital planning, performance management and employee and labor relations. Steve retired from the Federal service in 2004 following a 30-year career as a human resources practitioner and manager.
   
   Steve began his Federal career with the Walter Reed Army Medical Center as an alcohol and drug abuse counselor. He then served as an Employee Relations Specialist with the Social Security Administration and the Library of Congress. His positions with the Export-Import Bank of the United States ranged from Personnel Management Specialist to Director of Personnel. Prior to his retirement, Steve served as the Assistant Director, Policy and Special Programs, with the Federal Trade Commission. Steve has extensive experience in human resources policy and program development, employee and labor relations and performance management. He oversaw an independent pay initiative and has managed pass-fail to "360 degree" appraisal systems.
   
   Steve has received numerous performance and special achievement awards throughout his career highlighted with the Director's Award and Distinguished Service Award from the Federal Trade Commission. Steve also received national recognition through the Training Officer Conference for his innovative redesign of the Federal Trade Commission's training and development program.
