The changes supported by VPIRG were considered by lawmakers, Besio said.
"All of those things were considered this past legislative session," she said.
Until the beginning of November, pre-existing conditions — medical problems that a patient has before enrolling in insurance — will be covered for those joining Catamount.
But lawmakers decided that continuing pre-existing condition amnesty permanently would be difficult because it would allow patients to enroll and un-enroll when they get sick or well, Besio said.
"They recognized to cover all pre-existing conditions forever would make the product more costly than it is now," she said.
As for the year-long waiting period, the state has applied to the federal government — which partially funds the program — to reduce that to six months, Besio said.
What is encouraging is that the state expected a large initial group of participants that would then decline.But what has happened is a slow but steady number of calls, Besio said.
"It means the buzz about the program hasn't gone away," she said.
