   Walt has nearly 30 years of federal government experience; 10 years at the Senior Executive Service level. He possesses extensive experience and demonstrated success in a variety of policy, planning and financial leadership positions. He designed and led significant organization wide change efforts and is the recipient of several external awards recognizing his innovation and leadership skills. These include the Public Service Roundtable Award, Government Executive Magazine Federal Technology Award, Beyond Computing Award, the Flame Award for outstanding multimedia production, the Department of Treasury's Award for Distinction in Financial Management Improvements, and being named as a Senior Executives Association Executive Achievement Award Finalist. Walt's public service includes the USAF, the Food and Drug Administration and the Department of Veterans Affairs. In addition to his federal experience, Walt has over five years experience as a facilitator, coach and instructor for programs of the Graduate School, USDA Leadership Development Academy. He is serving his third year as a coach for the Council for Excellence in Government Fellows Program.
   
   Walt has all but a dissertation completed for a Ph.D. at The Catholic University of America, Washington, D.C., has a Master of Arts Degree from Kent State University, Kent, Ohio, and a Bachelor of Arts Degree from the State University of New York at Buffalo, Buffalo, N.Y. Walt's publications include "Redesigning cost recovery programs," Walter J. Besecker, Carol A. Craft, and Melissa McCanna.
