Besaw said the reason for increased oversight is because at St. Johnsbury School, as with many schools in the Northeast Kingdom, there are few administrators.

"Our comments and recommendations are intended to improve the internal control or result in other efficiencies," according to the draft audit Besaw presented.

Besaw said the school board should be accounting for all checks issued by verifying check numbers, which they don't do now.

"This is a major weakness in the system of controls over cash disbursement because it can be impossible to account for all checks at any given point in time," states the draft audit.

Board members should also review bank reconciliations for any unusual items, Besaw said.

Besaw said the school should keep complete payroll and personnel files, which were found to be incomplete.

"If the Department of Immigration comes in the school could face significant penalties," Besaw said.

He also said changes to contracts at the school are sometimes made verbally, but should always be put in writing.

Audit Report from Finance Committee: The Finance Committee met for the first time this school year with auditor Gene Besaw on Wednesday, August 29th.At that meeting, Gene expressed pleasure with how well St. Johnsbury School District has kept financial matters in order.

Gene also stated that if the full Board is in agreement, it will be fine if Board Orders are managed through the Finance Committee.
