"The code is fairly onerous," said Andrew Bertucci, executive director of the Sign Council, a nonprofit lobbying group based near Philadelphia.
The sign code is being rewritten as part of the new zoning code, which is being overhauled for the first time since 1975.
City Council is expected to vote on the new code later this year.
The sign industry has three main complaints: The code would require signs to be smaller, outlaw internally illuminated signs and require companies with internally illuminated signs now to remove them at their expense.

Bertucci said research shows signs need to be larger for motorists, especially older drivers, to spot.If a sign is smaller, motorists do not have as much time to react, leading to the potential for accidents, he added.
