   Maybe the city wasn't ready for it," said Frankie Bertrand, head of the Opelousas-St.Landry Chamber of Commerce, who was part of the last major effort in the early 1990s.
   
   She is pleased the city may finally adopt a zoning plan this time around.
   
   "Zoning is very, very important to a community," Bertrand said."Someone in my position - we get asked all the time 'Do you have zoning?' It often will determine if a family or business locates in our community or not."
   
   She said these people tend to believe zoning is critical to allow them to protect the value of their property."As of now, anything can happen anywhere," Bertrand said.

   That involvement, by all members of the paper, permitted it to have an inside line into the community, and as a result, "a finger on the pulse of the community ... due to his strong visibility in the community," said Frankie Bertrand, executive director of the Opelousas-St.Landry Chamber of Commerce.
   
   "Aaron Parsons was a person who just made things happen," Bertrand said.
