    The council will meet behind closed doors later this month to interview the applicants and is scheduled to vote Oct. 7 on the appointment, City-Parish Council Chairman Don Bertrand said.

    He said the new member will most likely be sworn in at the beginning of the Oct. 7 meeting and begin serving immediately.

    But Lafayette City-Parish Council Chairman Don Bertrand said he is asking for the additional penalty to be eliminated.Under the proposal, the vehicle owner would be assessed the standard fine, regardless of how many times the vehicle has been cited by Redflex Traffic Systems cameras.

    Owners still would be able to nominate the driver of the vehicle to pay the fine.

    "It was something that I haven't liked for a while and I've been having ongoing discussions with the administration about it," Bertrand said.

    Under the current ordinance, the additional penalty does not apply to fleet or rental vehicles, which are often driven by multiple people.Bertrand said the change would put individuals and families on the same plane with those who own fleet or rental vehicles.

    At least one member of the Lafayette City-Parish Council, Chairman Don Bertrand, thinks the city-parish shouldn't wait any longer finally to fund a comprehensive plan for the parish.

    Bertrand said he thinks it could take as many as 15 full-time planners to effectively implement and maintain the plan.

    Exactly one city-parish employee is devoted to the comprehensive plan , other cities with similar plans have dozens of staff people."We're way understaffed," Bertrand said.

    Last year, the planning commission , for the first time ever , proposed funding of $1.4 million to help hire those people.

    The proposal , which came late during the budget process , never made its way to the council.A similar proposal could come this year, but whether the funding will be available is another question, Bertrand said.

    "It will be business as usual for the next couple of months," City-Parish Council Chairman Don Bertrand said.

    The council is required to fill Conque's seat within 15 days after he steps down.The replacement will serve until a special election next year.

    Bertrand said qualifying for the seat will open Feb. 11, with a primary election set for April 4 and a run-off, if needed, on May 2.

    "This council may have a little more to spend than previous councils," City-Parish Council Chairman Don Bertrand said.

    Bertrand said he hopes to see more money for road and drainage projects.

    "What could we do for those priority issues?"he said.

    Based on talk from the administration in the past few council meetings, the budget is likely to address pay raises for city-parish employees and set market-based pay rates for certain professionals, such as the engineers.

    "We've been losing engineers and we have to do something to keep them," Bertrand said.

    Bertrand also expects to finally see funding for staff members to implement a comprehensive plan for Lafayette.

    City-Parish Council Chairman Don Bertrand said notices went out Friday to the appointed members of such groups as the Cajundome Commission, the Lafayette Airport Commission and the Downtown Development Authority.

    Bertrand said he has yet to hear from any board members or commissioners who plan to resign rather than adhere to new financial reporting guidelines, but that might be because the extent of the new reporting requirements are not generally known.

    "The phone is going to start ringing on Monday," Bertrand said.

    He said notices were sent out to more than 100 commissioners and board members.
