    Dan Bertram, BRT's executive vice president, said tax incentives are given across the country as a "well-accepted" method to spur economic development, especially in the current economy.

    "The general environment is tough right now," Bertram said."These kind of incentives are a way to keep projects going."

    Bertram declined to comment on the progress of talks between his company and Avalon about the Kennedy Avenue/Main Street project.

    Generally, house and condo sales have decreased while the demand for apartments has increased, according to Daniel Bertram, a principal at BRT General Corp. in Danbury.

    BROOKFIELD -- Barnbeck Place will get water and Dan Bertram, BRT General Corp.'s chief operating officer, hopes that soon means a steady stream of customers for the adult living community on Federal Road.

    "I am thrilled about this progress," said Bertram of news the town is moving forward to put a water system along Federal Road from Orchard Street to the Barnbeck property near Route 133.

    Bertram said BRT signed an agreement with the town and Brookfield Water and Rural Water to commit money to the project.

    A couple of years ago, BRT applied to the Department of Public Health and the Department of Public Utility Control to drill wells on the site for a Barnbeck Place water system, but the state didn't want more small water companies popping up in town and would not approve it.

    Already there are more than 150 companies in Brookfield.If there are 25 or more homes or businesses using one well, the group becomes a water company.

    "For the longest time we had started (Barnbeck Place), but couldn't keep going because we needed water," Bertram said.

    Although the development had approvals from all the required town boards, BRT couldn't market it because it didn't know where its water would come from.

    "Now we can flash the neon lights," Bertram said.

    However, The News-Times has learned BRT's Dan Bertram has been in negotiations with Avalon Communities Inc., a company specializing in high-end apartments.

    "All I can say is that we've been in negotiations with Avalon, and that is as far as I can take it right now," Bertram said."We're excited about an important urban renewal project in downtown Danbury."

    Avalon representatives did not return a call for comment by deadline Thursday.

    Whether Bertram is talking about teaming with Avalon or selling the property outright is not known.
