    Clint Berge, vice president for human resources at Westborough-based Applix Inc., says employers watch surveys and sometimes conduct research themselves to determine what's normative in their industry and geography.In other words, they know they need to spend to attract talent but they want to make sure they aren't spending too much."There was a point in time when the dot-com era was upon us and everyone was trying to outdo the Joneses," says Berge."To keep up we had migrated to three weeks vacation and we got very aggressive with our employee referral program, offering up to $5,000 if someone was hired."In recent years, said Berge, that program has been scaled back.
