NewTV Executive Director Paul Berg said the decision to remove the segment was made by the station.However, he also said City Hall has the right to control what is seen on the Government Channel, one of three stations operated by NewTV.
"The Government Channel is the mayor's channel," Berg said.

Berg said such a policy is standard on cable access stations.
"To be shocked by this is like being shocked by sliced bread," Berg said.
Like newspapers often have a page dedicated as "the mayor's corner" or "the superintendent's notes," the government channel is intended for the use of the city government - to be edited as the government (in which case, the mayor) pleases, Berg maintained.

In addition to the mayor's right to edit, NewTV takes liberty to edit the press conferences, Berg said.The content that viewers are watching is not precisely what takes place at the event.
"We edit for the purpose of length," Berg said."We will take out the parts of the press conference that give no information, but we do not cut out anything substantial."
NewTV chose to exercise such editing privileges following the mayor's June 18 press conference, Berg said.

The government access coordinator for NewTV felt the segment was "not newsworthy" and "not a substantial part of the press conference,", according to Berg.
The decision was made before Berg viewed the three-minute segment that was removed.
