Abramov essentially won asylum earlier this summer when a U.S. immigration attorney declined to file a second appeal of a ruling by U.S. Immigration Judge Michael Bennett that favored Abramov, said Keith Tokerud, the Great Falls attorney who has provided Abramov with hundreds of hours of free legal counsel since 1994.

Bennett again ruled, as he had after a 2005 hearing, that conditions had not improved enough in Ukraine, a former Soviet republic, that Abramov could be spared persecution by local officials with long memories if he was deported to his native country.
