    Biography:Phil Bell graduated with Honours in Mathematical Statistics from Sydney University in 1983, and at that stage swore off study for life!Nevertheless his work in the Methodology Division of the Australian Bureau of Statistics has provided ample opportunities for research and development of new methodologies.Phil joined the ABS in Canberra after graduation, and has worked in ABS Adelaide since 1999.

    I will describe briefly some approaches to composite estimation used in some overseas statistical agencies, and an alternative proposed in Bell (2001).The "modified regression" estimator used by Statistics Canada achieves the largest gains in variance, but Bell (2001) argues that a potentially significant bias is also introduced when this estimator applied in the Australian setting.

    Phil Bell is a Senior Research Statistician with the Australian Bureau of Statistics, where he has worked as a "methodologist" since completing his honours degree in Mathematical Statistics in 1983.He has managed over the years to work on a variety of challenging research projects with practical applications.Phil leads a small group of methodologists in the South Australian ABS Office, with a current focus on new estimators for household surveys.Phil has a variety of statistical interests, including small area estimation; the analysis of time series data in the presence of survey error; variance estimation for surveys; and Markov Chain Monte Carlo methods in data analysis.
