Mr. Bell is a Professional Landscape Architect and has been with NYSDOT since 1992.Mr. Bell is the manager of the Visualization Section, the visualization production group which provides a full range of visualization, simulation and multi-media content for the Department statewide.Mr. Bell is also the Context Sensitive Solutions team leader.The team has been in the process of implementing CSS throughout the Department since 1999.Mr. Bell is also the project manager for the Public Involvement research project which will re-frame how Public Involvement is defined and practiced within the Department.

Mr. Bell is a member of the Transportation Research Board (TRB) Subcommittee A3B08, Visualization in Trasnportation, and a member of the American Association of State Highway Transportation Officials (AASHTO) Task Force on Environmental Design.Prior to NYSDOT he was a practicing Landscape Architect for the NYS Office of General Services as well as with the private sector working in Saratoga Springs, New York.Mr. Bell was also an adjunct professor at the University at Albany from 1995 - 1999 where he taught courses at the Graduate level in CADD and Interactive Simulation in Planning.He holds a BLA from SUNY ESF at Syracuse University, a Masters in Public Administration from Russell Sage College and is currently working towards his Ph.D at RPI.
