    Balli Steel Vice President David Bell said when the economic crisis occurred, commodity prices for steel dropped almost 80 percent.

    "Right now, recycled steel is worth basically nothing, whereas before it was at least worth enough to process and sell," he said. "We believe that this is a structural and long-term problem."

    Bell said the government ran out of funding for the cleanup but mayors insisted the company continue its work.

    "So we did and we came up with a solution. At the time, the commodity prices were such that we could continue to work with the mayors without requiring any funding and still make a small margin and keep our guys employed," Bell said.

    Bell said, "We believe that the new legislature, given the parameters and given what we know has happened in the commodities market, will have to address this issue because of the consent decree to close the Ordot dump and we have waste diversion systems that need to be filtered up.

    "None of that stuff is now possible," he said. "If steel prices have collapsed, that means cardboard prices have collapsed. That means plastic prices have collapsed. That means paper has collapsed," Bell said.

    David Bell, director of public policy and communications for the Green Island Alliance, said the intent of Monday's meeting was to develop relationships with different companies in the shipping and recycling industry to partner with the recycling initiative.

    Green Island Alliance is a non-governmental organization funded by the U.S. EPA and partnering with the Pacific Islands Regional Recycling Initiative.

    "People make money on metal and scrap but not much with tires, paper, plastic and glass," Bell said."There's not that much money involved, so we have to work together using public policy and private partnerships to make (recycling) feasible."

    Bell, who also is vice president of Balli Steel Guam and Balli Steel Saipan, said partner companies like Balli Steel and Ambyth Shipping and Navigation are looking for ways to make the recycling initiative cost-effective, if not profitable, for the participating companies.

    Between January and July, Balli Steel collected about 10,000 pieces of white goods -- including home appliances, televisions and air conditioners -- and more than 6,000 junk vehicle parts that are to be shipped off island and sold as scrap, Bell said.

    Recycling company Balli Steel volunteered to help the mayor clean up this week and over the holiday weekend, said David Bell, the firm's president of strategic planning, research and communications.

    David Bell, Balli Steel's vice president for Guam and Saipan, said the company is elated to have partnered with the CNMI government for this project.

    Balli Steel opened its Saipan office several months ago.The company has been very successful working with the Guam government to collect and dispose junk cars from the territory.He said that in six months, they collected at least 6,000 junk cars in Guam.

    He said he is gearing to start the project on Saipan with the help and collaboration of the Saipan Mayor's Office and the DPW.He said DPW is allotting a depot for the junk cars in Lower Base.The Mayor's Office will be leading the collection of the junk cars side by side with Balli Steel.

    The Mayor's Office has a boom truck that needs to be repaired.Bell said his firm could assist in bringing its mechanics to restore the boom truck."That's where we leverage with the existing system," he said.

    Balli Steel, together with CNMI government agencies, will perform on-site assessment of the condition of junk cars on the island.He said the collection would start with the existing list from the Saipan Mayor's Office."The mayor has a list of a thousand names to begin with," he said.
