   A source close to the case said federal investigators asked a number of questions about both Sylvain and Benjamin Bell, who was HANO's executive director in early 2002. And a HANO memorandum dated March 11, 2002, said Bell had requested that the bid process for the energy contract be expedited.
   
   Efforts to reach Bell, whose contract was terminated by the federal government a few months after it took over the housing authority, were unsuccessful Tuesday.

   Benjamin R. Bell, 55, was born in Jacksonville, Florida. He holds a MPA from Rutgers University in Newark, New Jersey with a concentration in the area of Urban Systems. Bell has over 20 years of experience in public housing. He has worked at both the Newark and Chicago Housing Authorities where he served in various positions including Director of Field Operations and Acting Executive Director.
   
   Prior to his appointment as Executive Director Bell held various positions at the Housing Authority of New Orleans including Deputy Executive Director of Management and Operations, where he was responsible for overseeing the day to day management operations of the agency, and Interim Executive Director since February, 2000.
   
   "Mr. Bell has been on the HANO team through its turnaround and understands the policy and philosophy of the revived agency," stated Mayor Marc Morial when Bell was appointed HANO's Interim Executive Director. His presence will allow the ongoing work at the agency to continue while the search for a permanent director is conducted."
   
   After an exhaustive national search, Bell was offered the permanent position of HANO Executive Director. On September 29, 2000 Mayor Morial announced his acceptance. After the announcement was made, Bell pledged to move aggressively to complete all of HANO's development and modernization projects. "I have a lot to accomplish," said Bell, "and a lot of people I can't afford to let down."
