Alex is a partner in our Building unit with particular skills in Disabled Person's Access, a specialism that forms a significant element of Drivers Jonas' business. Over the last eight years he has provided advice on many hundreds of widely varying buildings across the UK for clients in the Education, Health, Commercial, Retail, Cultural and Government sectors. Alex is a Partner in our Building Unit and has two particular strands of expertise:
Firstly Alex heads our Disabled Access Consultancy, a specialism that has formed a significant part of Drivers Jonas' business for over 10 years. During this time he has provided wide-ranging disabled access advice on many hundreds of widely varied buildings and properties across the UK and Europe. These have included the more common commercial, retail, health, education and leisure buildings, as well as rugged mountainous terrain, marinas, beaches and agricultural land!
Alex authored two high-profile Government Best Practice Guides on 'Planning and Access' (widely circulated by the ODPM to all Local Planning Authorities) and 'Procuring Accessible Buildings' (on behalf of the DoT). He also provides Expert Witness Advice to The Disability Rights Commission - the Government body that facilitates legal action on behalf of disabled people.
Alex's second strand of expertise is in helping retained Government and Education clients maintain and manage their property portfolios. Alex and his team assist in the acquisition and fit-out of new property as well as providing wider-ranging Building Surveying advice on all matters relating to the repair and refurbishment of property and buildings.
Alex is a Chartered Building Surveyor and Chartered Project Manager. -

Alex Bell, DJ partner and expert in Disabled Person's Access
The Government is fully committed to an inclusive society in which nobody is disadvantaged. This commitment has been observed over recent years through increasing Civil Rights legislation, regulation and policy. Most significantly we have seen the remit of the Disability Discrimination Act 1995 extended to include education, with further substantial extensions now proposed by a Draft Disability Bill, due for pre-legislative consultation this summer. Part M of the Building Regulations (Access and Facilities for disabled people) is also currently under review.
The Government, through the publication of a Good Practice Guide on Planning and Access for Disabled People, has now addressed the inconsistent application of the development control process to developer's design proposals.
