   "The benefits of the Keystone Opportunity Zone were key in our decision to look at Pennsylvania and made this site very attractive," proclaimed Albert J. Bell, executive vice president of Consolidated Stores Corp., as his company announced its choice of Schuylkill County for a 500-job distribution center. Indeed, the company would have been hard-pressed to find many sites with this kind of incentive attached. Only Michigan has a similar program at this point. Yet while the dollar sign has always been an effective economic development lure, many communities are finding it less necessary these days to hold out expensive carrots. It may not be possible to put the incentive genie back into the bottle, but there's been a distinct taming of the kind of high-stakes incentive battles between the states that were so common in recent years.
