   Belknap, once the city manager of Ojai, has turned a long career in local government administration into a career of problem solving. He is a vice president of Management Partners Inc., a San Jose firm that provides consulting services to local governments.
   
   The port hired Belknap in September 2004 to help it decide if the facility could continue, and if so, how. He has become convinced, he says, that the port can succeed, but major changes must be made, primarily in its relationship with the city of West Sacramento.

   Consultant Andrew Belknap of Management Partners Inc. in San Jose, hired by the city in February for ,35,000, handed the City Council a scathing report Tuesday that detailed a significant breakdown in how the city manages and maintains its buildings.
   
   Belknap offered 38 suggestions for streamlining facility maintenance, including outsourcing the city's 9 custodians, which he expects would save the city at least ,200,000 a year.
