Consultant Andrew Belknap of Management Partners Inc. in San Jose, hired by the city in February for ,35,000, handed the City Council a scathing report Tuesday that detailed a significant breakdown in how the city manages and maintains its buildings.
Belknap offered 38 suggestions for streamlining facility maintenance, including outsourcing the city's 9 custodians, which he expects would save the city at least ,200,000 a year.
