Denis Bélisle, Executive Director of the Geneva-based International Trade Centre (ITC) told the gathering that many business leaders in developing countries had spoken to him of their alarm over the hiatus in the Round following major disagreements between North and South at the WTO's Ministerial Meeting in Cancun, Mexico, last September.
Although the talks were now getting back on track, Bélisle said, Cancun had clouded the global, and African, economic outlook. "Uncertainty is the biggest enemy of business. Business people need to know what lies ahead to make decisions, including investment decisions," he stressed.
He said African countries could only benefit from a successful Development Round and urged them to form "national teams" for the talks that included the private sector, whose own natural sense of urgency combined with longer-term government strategy could create a powerful negotiating force.
WTO Deputy Director-General Dr Kipkorir Aly Azad Rana formerly Kenya's ambassador and top trade negotiator at the WTO, said a new, constructive spirit was emerging in Geneva although many differences remained. "We must find ways of ensuring that WTO rules are truly supportive of the development process," he declared. -
