   Bill Belisle is a graduate Certified Fine Arts Appraiser (CFAA). He has been Chair of the Fine Arts Department of the College for Appraisers since 1998. A member of Appraisers National Association, he has been on their Board of Directors. Bill also was awarded a Certificate in Appraisal Studies in Fine and decorative Art from UCI in 2006. Since 1999 he has been an Associate Member of the British Association of Paintings Conservator-Restorers (BAPCR), following coursework at the London School of Picture and Frame Restoration. Bill also completed the McCrone Research Institute's course in Microscopy for Conservators.
   
   Bill has been a collector of antiques and fine art for over 20 years, and he has been a dealer as well, specializing in silver, art, smalls, and Victoriana.
