JEAN BELILLE is an enrolled member of the Winnebago Tribe of Nebraska, as well as a member of the Lac Courte Oreillles Chippewa Tribe. She worked for ten years as Chief Judge for the Winnebago Tribe, where she set up an entirely new court system.
