    Michael Belcher, commanding officer of the 3rd Battalion, does not blame his Marines for the deaths.The chickens looked a little piqued that first day, and he believes the birds' death warrants were signed long before they ever moved to Living Support Area 7. But he wanted to do everything possible to make sure their pigeon replacements did not meet the same fate.     Michael Belcher, commander of the 3rd Battalion, 7th Marine Regiment, said his troops would begin protecting government infrastructure, then try and stop looting at hospitals and aid distribution points.

    "If I see them tearing down electrical infrastructure in some of these facilities, I'll step in to stop it," Belcher said."What we found so far is that if you confront the looters, they'll put it down and go away."

    He said some Marine units will begin enforcing a dusk-to-dawn curfew Friday.

    In the city center, donkey-drawn and horse-drawn carts were loaded with office furniture, TV sets, appliances and carpets.
