Mr. Belcher joined the Shell team in March 2003.Prior to working at Shell, Mr. Belcher was the Staff Director of the House Subcommittee on Energy and Mineral Resources of the U.S. Congress in Washington, D.C.The Subcommittee, of the House Committee on Resources, has jurisdiction over energy and minerals production and activities on federal lands, including the offshore.Prior to coming to the Subcommittee, Mr. Belcher served as Deputy Director, Energy & Refining Policy for Hart Downstream Energy Services, a Washington, D.C.-based energy consulting firm.He also served as its Deputy Director for Renewables and Special Energy Systems.Before joining the consulting group, Mr. Belcher served as Editorial Director for Hart Publications and as Hart's Washington Editor.He worked for the Independent Petroleum Association of America, contributing to the association's communications and government relations effort, primarily focusing on land access and royalty issues.Mr. Belcher also held prior positions at Texaco Exploration and Producing in Houston and the Republican National Committee in Washington.He has a degree in Political Science from the University of Texas at Austin.

A Shell subsidiary recently won one of the new shale leases under a program Pombo helped create, and Shell lobbyist Jack Belcher helped organize an industry fund-raiser for Pombo in Houston last month.

I called and spoke to Jack Belcher of Shell and explainded this project with him and he assured me that Shell wants to do the proper thing on behalf of the ecosystem offshore.I made him aware of the petitions and he is waiting for my science teams research and write up as well that i will post here when it's finished.

I am putting a call in to Jack Belcher{senior VP of Shell in Washington} today and make him aware of my intentions and not to mention the concern we have as fisherman to get this ball rolling in the right direction.
