In addition to his wife, Mr. Belcher was preceded in death by his mother, Lula Hicks; two brothers, Ray Belcher and Jack Bandy; and one grandson, Gene Edward Belcher.

Mr. Belcher was raised in the Holston Methodist Home in Greenville, Tennessee.He graduated from Science Hill High School in Johnson City and attended ETSU.He retired from Norfolk and Western Railroad in 1977.Mr. Belcher was a devoted member of Wyndale United Methodist Church, where he served as Sunday School Superintendent for many years.He was a deacon of the church and a member of the choir.He was a member of York Lodge A.F & A. M.. #12 and the Odd Fellows.
