    Since its inception in 1998, the Initiative the program has become increasingly more competitive with over $1.5 million in grants awarded to colleges, universities and professional programs that promote efforts to share resources and address issues which confront NH higher education.

    Belcher was educated from kindergarten through graduate school in Pennsylvania public schools.She received a bachelor's degree in Psychology and Organizational Behavior from Shippensburg University of Pennsylvania and a master's degree in Education from Temple University in Philadelphia where she specialized in Secondary School Counseling and Family Systems.

    Since coming to New Hampshire in 1985, Belcher was Executive Director for the NH Children's Trust Fund, a statewide charitable foundation.While with the Children's Trust Fund, much of Belcher's work centered on managing grantmaking and fundraising while serving as a policy advisor to the NH and US Legislature on developing healthy communities for New Hampshire's most vulnerable families.In addition to her work as program consultant to several public and private foundations, most recently, Belcher worked at Colby-Sawyer College in corporate and foundation relations.

    She and her husband live in the Lakes Region and have two high school-aged children.
