RICHARD M. BELANGER advises companies, industry associations, and governments on international trade issues, particularly customs, export controls, trade remedies, trade policy and related legislation. Mr. Belanger has developed and helped to implement import/export compliance programs for major multinational companies from a wide range of industry sectors, including heavy equipment, pharmaceuticals, electronics, steel, food products, footwear and apparel.
Mr. Belanger co-chairs the Import Committee of the Joint Industry Group, a major Washington trade association, and is counsel and legislative advocate for the Business Alliance for Customs Modernization, a coalition of twenty-five major companies involved in international trade. He has written extensively on customs matters, speaks regularly to business and legal groups and has been active on important trade law issues before the federal courts, including authorship of amicus briefs for the United States Supreme Court in the Haggar and Mead cases. Mr. Belanger also served in the U.S. Customs Service's Office of Regulations and Rulings.
