Jim Belanger, chief executive officer of the Community Action Agency, said he's not surprised Census figures show single-parenthood is rising.Of the 400 families involved with CAA's Head Start program, he said, an estimated 80 percent are single-parent families.

"The Census data is reflecting a trend that's been out there for a while," said Belanger, who attributes the rise to the rate of teen pregnancy in the area.
