   Mr. Beland is Director of Gas Supply for the New England Gas Company, an LDC serving 300,000 customers in Rhode Island and Southeastern Massachusetts. He is responsible for all aspects of gas supply and gas dispatch. Prior to the acquisition of The Providence Gas Company (ProvGas), Fall River Gas, North Attleboro Gas Company, and Valley Resources by Southern Union Company, which created the New England Gas Company, from 1994-2001 Mr. Beland was responsible for supply at ProvGas. From 1983 to 1994 he was employed at Niagara Mohawk where he did electric and gas planning, first in Corporate Planning and then as Manager of Gas Supply Planning. His experience in the utility business started at Michigan Consolidated Gas where he began as a rate analyst after receiving his MBA in 1977 from the State University of New York at Albany.
   
   His experience using forward pricing approaches to purchase utility supply began over ten years ago and, over time, he has developed several different programs leading up to New England's current purchasing program which shows savings against NYMEX closing prices of $48 million over the last three years.
   
   Along the way, he has served on the Executive Committee of the Gas Industry Standards Board (1998-2000) and the Planning Committee of the New York Gas Group (1986-1994). Mr. Beland has testified before the Rhode Island PUC, Massachusetts DTE, New York PSC and the FERC. His testimony has covered a variety of gas and electric planning and forecasting issues, gas cost recovery and incentive mechanisms, and pipeline tariff, project certificate and rate matters.
