   "It's important to look at design challenges as opportunities for your client," said Ron Beladi, project manager for Neel-Schaffer, Inc., which managed the design and permitting of the industrial park and infrastructure improvements associated with the landfill.

   The permitting process, as Beladi noted, was complex. The industrial park was subdivided into 30 lots varying in size from five to 25 acres, to be developed as needed, along with new internal roads, utilities, drainage and stormwater ponds. The largest stormwater pond covers approximately 75 acres, from which the county excavated more than 2.5 million cubic yards of fill material for solid waste cover and landfill construction purposes.
   
   "We went through a detailed and lengthy permitting process, with rigorous site development review, as a result of which the county asked us to relocate the entrance to the landfill, to separate it from the industrial park," Beladi said.

   Neel-Schaffer conducted several meetings with the water management district to present the design, and was able to demonstrate to the regulatory agencies that the large pond in the industrial park has sufficient capacity to handle a portion of the stormwater run-off from the new road, and the stormwater permit application for the new road was accepted with minor revisions, which also saved the county money, Beladi said.
