    Beverly Bejarano, Downtown Parsons director, said another of the state awards earned locally owed as much to past and present Parsons citizens as to the downtown organization itself.

    The "Itsy Bitsy Building" fund-raiser, featuring miniatures of historic Parsons buildings, was the top fund-raising event among all 24 Kansas Main Street cities last year.

    "I have seen and been told of new understandings between people and a stronger sense of community and purpose ... all this in only one year."

    Bejarano said that more than $1 million was reinvested in the downtown area in the last 12 months, not including two renovations that are in progress - those of the future Bleacher Gear building at 18th and Main and the Commercial Bank building at Central and Main.

    Twelve new full-time jobs have been created over the past year, three new businesses have moved downtown and two more expanded their operations, according to Bejarano.

    Bejarano is optimistic about the economic future for downtown businesses.

    "I think people are more ready for this than ever ... this (downtown revitalization) is a way for communities to regain control over local economies.It's a way of keeping the American spirit of entrepreneurship alive and supporting the independence of small businesspersons.

    "It's things like this that strengthen the heart of any community."

    Beverly Bejarano, executive director of Downtown Parsons, said the meeting will "define the strategy we as a Main Street organization will use to revitalize our downtown."

    "That strategy will be our plan of work for the next three to five years," she said.

    HyettPalma Inc., based in Alexandria, Va., was founded in 1985.It is the only national firm specializing in the economic enhancement of downtowns and older business districts.The firm has served hundreds of cities in all 50 states with consulting services, how-to publications and training seminars.

    Besides describing the kinds of businesses most likely to succeed downtown and elsewhere, it will provide business retention and enhancement strategies for existing businesses.

    It also will provide design guidelines and recommendations for promotional activities for the downtown area in which all citizens are invited to participate, Bejarano said.

    It promises to be good - we have a good sound system for this event," said Beverly Bejarano, Downtown Parsons director.

    Main Street will be closed from 17th to Central and 18th from Broadway to Washington that day.Photos with the Easter Bunny from 10 a.m. to 1 p.m. at AH!, and food vendors will be available throughout the day.Area businesses will be present at booths with giveaways and special event coupons.

    The mid-day party will feature Imagination Station along South 18th to Broadway, with face painting, art project tables and Pete the Roving Magician.

    Celebration Station will be at 17th and Main.

    I've been having a great time , Bejarano said.Every day I do this and go out and talk to people , I enjoy it more , she said.Even the people who start out grumpy end up with something positive , she said.

    Beverly Bejarano, director of Downtown Parsons, said HyettPalma did an excellent job of mediating the meeting, making sure all four points of the Main Street approach - design, economic restructuring, promotion and organization - were touched on.

    "I think HyettPalma are the consummate professionals," she said."They covered the ideas very thoroughly that needed to be addressed.I got a lot of feedback from the crowd that they felt it was very well moderated."

    Both Bates and Bejarano said they have noticed the positive outlook by the residents of Parsons, which Hyett commented had changed dramatically since his first visit to Parsons about 10 years ago.

    "Generally speaking, people are feeling hopeful and positive about downtown," Bejarano said."Clearly the majority are hopeful for downtown."

    Beverly Bejarano, Downtown Parsons director, said a variety of areas will be open for discussion.

    "This will be a comprehensive market analysis that takes into account the economic factors of the region, the historic pattern of retail activity in our market area and, I think most importantly, the actual needs and preferences of the residents in the area," she said.

    The main focus of the meeting is to plan ahead to prevent the mistakes made in the 1970s, when the pedestrian plaza was built on Main Street.

    "That's what the National Main Street program has been working on for 23 years," Bejarano said of planning."We want the revitalization to be an effort of the people and the individual goals of the town."

    HyettPalma representatives visited Parsons in October and will be in town from Monday through Wednesday.They plan to return in March to present recommendations following Monday's public discussion.

    The Parsons City Commission will meet for about a half-hour with HyettPalma representatives following the community vision meeting.
