   According to Alejandro Alvarez Bejar , an economist at the National Autonomous University in Mexico City , over 40 percent of Mexican workers earn less than the minimum wage of about $4 per day.
   
   Negotiating NAFTA was a part of this package of reforms. Another was the maquiladora program , in which U.S. corporations set up hundreds of low-wage factories along the U.S./Mexican border , employing over 900 , 000 workers. The population of border cities like Tijuana and Mexicali mushroomed , as they attracted workers in search of these jobs. Unemployment along the border has also mushroomed to 40 percent. Far from creating more prosperity and removing the incentive for immigration , these policies create wealth for people at the top , but misery for those at the bottom.
