Longtime San Rafael resident and active community member Sue Beittel has been honored with San Rafael's first Richard P. O'Brien Citizen of the Year Award.
Beittel, 75, who has long been involved in education issues, land use planning and environmental protection, was awarded $2,500 and will be recognized in April 2003 at the State of the City Dinner in San Rafael.
The City Council this week approved a resolution in her honor.
The Richard P. O'Brien Citizen of the Year award is named for the former city planning commissioner who served from 1985 until his death in 2001. An endowment was established in March 2001 in his honor to recognize an individual in the San Rafael community who has made exceptional contributions to the city.
"For the first recipient for the award, the group really wanted someone that has some pizzazz, someone that was a natural community leader, and that is Sue Beittel," said Planning Director Bob Brown.

A committee of two City Council members, two planning commissioners and a representative from the San Rafael Chamber of Commerce, the Federation of San Rafael Neighborhoods and the North San Rafael Coalition of Residents selected Beittel from among six nominees.
Beittel's community involvement began almost as soon as she moved to San Rafael with her husband and three children 40 years ago. She started out as a member of the San Rafael City Schools' board of trustees and served on various statewide committees for public education.
"My first day of taking my son to school, the principal asked to be the chairman of the legislative committee, so I decided to do it, which started me out," she said.
Beittel continued her work in education as an involved parent in the Dixie and San Rafael school districts while her children were students.
"I did a lot of work at the school, worked with the parent group and a variety of things were done," Beittel said. "At that time, the Dixie School District was well-known for attracting volunteers - it was ground-breaking, shall we say."
She served as the chairman of the California Commission on Vocational Education from 1978-1979, on the board of the Marin Education Fund from 1986 to 1992, and was a founding member of the Marin Education Legislative Task Force.
Beittel's committee and county involvement goes beyond education. She has served on the conservation committee of the Marin Audubon Society and the transportation committee of the Marin Conservation League and was a founding member of the Miwok Archaeological Preserve of Marin.
For the past 15 years, Beittel has been active in following transportation issues for the League of Women Voters and she plans to donate her $2,500 award to the league. She is chairwoman of the league's Transportation, Land Use and Housing Committee, Education Committee and Natural Resources Committee.

Even with her years of community involvement, Beittel was surprised by being named the Citizen of the Year.
"Surprised, because I am the kind of person that works with other people to accomplish what I want to do," Beittel said. "When I get involved in these committees, I get involved with other people, because I'm a true believer of collaboration. My three rules of thumb are: tenacity, collaboration and compromise."
