    With the now-open Best Buy on the north end and the proposed discovery center and movie theater on the south end, "we think all the elements are in place for a complementary project, given what your downtown has in it," said Owen Beitsch, senior vice president of Real Estate Research Consultants, Inc., of Orlando. Beitsch, who described his firm's job as to "critically assess Dial's assumptions," said he thought Dial had been "sensitive" to attract retailers that meet the middle income range and are "top performers." Because the developer has leased only about 12 percent of available square footage in the north end, sales projections were conservative, Beitsch said. The revenue analysis is to be updated as Dial finalizes more leases. The city plans to use city and sales tax revenue from the north and south areas to pay off TIF and STAR bonds, as well as state sales tax, with property tax also earmarked for repayment of the TIF bond. Even after four to five years of planning, Beitsch said having 88 percent of the total 292,000 square feet of commercial and retail space still available for lease wasn't unusual. "To draw the conclusion that things are progressing poorly would be a mistake," he said. "This is a staged approach." Beitsch said Manhattan's relatively small population base and lower-than-average income were problems the city needed to face. On the other hand, college students and military personnel have higher-than-average disposable income, the consultant said. "Operators (retailers) have to be sensitive to this economic environment," said Beitsch.
