   David T. Beito is Associate Professor of History at the University of Alabama. He is the author of Taxpayers in Revolt: Tax Resistance During the Great Depression(Chapel Hill: University of North Carolina Press, 1989) and From Mutual Aid to the Welfare State: Fraternal Societies and Social Services (Chapel Hill: University of North Carolina Press, 2000). Beito's edited book, The Voluntary City: Choice, Community, and Civil Society was published this year by University of Michigan Press.
