   FREEPORT , Stephenson County Health Department officials on Friday introduced and welcomed Craig Beintema as new public health administrator for Stephenson and Carroll counties.They also kicked off the health department's 2005 literacy campaign, Year of the Reader.
   
   Beintema comes to the Freeport area from Princeton, where he served as public health administrator for Bureau and Putnam counties for more than nine years.For nine years before that, he worked for the Henry County Health Department.
   
   And before that, Beintema was a chemistry teacher at two community colleges.
