    "Their last days have already come and gone," says Finney County Sheriff, Kevin Bascue. "I guess the timing could have been a little bit better."

    Already with one position open, the department is now scrambling to fill holes.

    "We will replace a couple of the positions that left," says Bascue, "but due to the economy, the county has been in a hiring freeze situation."

    Now, two of the four open spots will stay that way. Both are coming from the gang unit, leaving it with only two deputies. That's half of what it once was.

    Sheriff Bascue says it's not uncommon for his deputies to leave for bigger opportunities.

    The Kansas Department of Health and Environment's decision to end its clandestine methamphetamine lab cleanup program shouldn't hinder Finney County's ability to clean up meth labs, that is if there are any left, Finney County Sheriff Kevin Bascue said Tuesday.

    Bascue said the number of meth labs found in Finney County has greatly decreased since 2005. Between 2004 and 2005, 11 meth labs were found in Finney County, and in 2008 two were found. But even with the number of labs decreasing, the distribution of methamphetamine still is prevalent, he said.

    The KDHE eliminated its cleanup program after state budget cuts last month. The lab cleanup fell under KDHE's Chemical Control Act put into effect July 1, 1999, in an effort to initiate, educate and notify chemical cleanup programs associated with meth labs.

    If Finney County finds a meth lab, it has plenty of resources to work the scene through specialization of officers and equipment. But the expensive part comes in the lab cleanup, Bascue said. The county must call on the Drug Enforcement Adminstration to administer the proper chemicals needed to clean up the lab.

    "They have the resources to do that," he said. Bascue said the DEA team comes in from several different locations, including Oklahoma, but aren't called upon often, especially now, with fewer meth labs being found.

    Since the state started targeting the sale of individual meth ingredients in common cold medicines, Bascue said, people have changed the ways in which they make the product. In 2005, the Sheriff Matt Samuels Act made pseudoephedrine and ephedrine, two key ingredients in meth, only available from behind the pharmacy counter in order to track large purchases of medicines containing those ingredients.

    Bascue said most of the labs found in Kansas in 2005 were for personal use.

    "Across the border you've got the superlabs that can produce at a faster rate," Bascue said.

    He said most quantities of methamphetamine make it across U.S. and state borders through private vehicles. He said some may come through commercial trucks, trains and buses, usually from Mexico or California.

    "If it moves, someone's going to be using it to transport drugs," he said.

    "But that doesn't mean it's not there," he said.

    GARDEN CITY - Odds are good that Finney County Sheriff Kevin Bascue won't be able to replace three deputies who left to take jobs at the soon-to-open Boot Hill Casino in Dodge City.

    "The guys had a desire to work for the state and do security. I guess it's a pay increase," Bascue said.

    To fill the patrol position, Bascue said, a jail deputy will be moved into the slot. A deputy from the patrol unit will be moved to fill one of the street gang unit positions in the next couple of months, he said.

    But because of the potential for more cuts to the department in 2011, Bascue froze two of four gang unit positions.

    The sheriff's office, which employs 100 full-time and two part-time employees, already has frozen one full-time and two part-time positions. The two gang unit vacancies will mark the fourth position freezes.

    For now, Mariano Muniz remains the only deputy on the street gang unit, Bascue said.

    Bascue said when a patrol deputy moves into the gang unit position, he'll expect a lot from Muniz and the other deputy.

    Out of the formerly four-person street gang unit, one position already had been vacant for a few months because York filled a vacant patrol sergeant position, Bascue said.

    If the budget is rosier for 2011, we'll replace the two frozen positions in the gang unit," Bascue said.

    That way, he said, if more of the budget has to be cut, he won't have to cut any jobs.

    "We hope it's better in 2011," he said.

    In order for jail deputies to slide into the now vacant positions, Bascue is preparing to hire two new jail deputies to replace them.

    He said anyone who is 18 or older and has a high school diploma is eligible to apply. The pay starts at $11.25. Jail deputies work in 12-hour shifts and operate on four-week schedules because of four-week pay periods, Bascue said.

    He said the positions probably will be filled in a few months.
