Area H's director Dave Bartram raised the issue in light of delegations appearing at the last EAPC to voice their frustration with the location of road access for a resort development in Qualicum Bay.
At that 6:30 p.m. meeting, delegates spoke against the plans causing it to run over by 20 minutes â€" into the allotted time for the committee of the whole meeting which normally follows at 7 p.m.
Some board members expressed annoyance at the delay and inconvenience and the matter was referred to staff to come up with a solution.
However at the following board meeting Bartram, chair for the EAPC, proposed his own suggestion.
"Land use planning is the most important function of the regional district for electoral areas," he said. "I would suggest not to restrict freedom of speech and that we begin electoral area planning meetings 30 minutes earlier."
While the idea of limiting the allotted time of 10 minutes per delegate had previously been floated Bartram rejected any such move.
"Restricting the time allotment for delegations sends the wrong message to electoral areas," he said.
