    Area H's director Dave Bartram raised the issue in light of delegations appearing at the last EAPC to voice their frustration with the location of road access for a resort development in Qualicum Bay.

    At that 6:30 p.m. meeting, delegates spoke against the plans causing it to run over by 20 minutes â€" into the allotted time for the committee of the whole meeting which normally follows at 7 p.m.

    Some board members expressed annoyance at the delay and inconvenience and the matter was referred to staff to come up with a solution.

    However at the following board meeting Bartram, chair for the EAPC, proposed his own suggestion.

    "Land use planning is the most important function of the regional district for electoral areas," he said."I would suggest not to restrict freedom of speech and that we begin electoral area planning meetings 30 minutes earlier."

    While the idea of limiting the allotted time of 10 minutes per delegate had previously been floated Bartram rejected any such move.

    "Restricting the time allotment for delegations sends the wrong message to electoral areas," he said.

    Dave Bartram, RDN director for the area, says there just isn't enough demand to financially support the service.Currently there are only three people in Area H who are using the system.Previously the Parksville HandyDart serviced Area H, but since Parksville and Qualicum Beach have moved to the Community Bus system, those buses are no longer available."Now we have an exclusive service out to Area H for three people," says Bartram.Bartram says he has spoken to each of the residents and alternate plans for them have been worked out.

    Dave Bartram, RDN director for Area H, says there have been problems on the roads over the past few years.The road was originally designed for logging trucks," he says, but with provincial and regional parks and campsites in the area, as well as the Horne Lake Caves attraction, more and more passenger vehicles are using the roads.Bartram says he has heard complaints from both sides.The truck drivers complain that the low-hanging canopy forces them to drive in the middle of the road - something the ministry has promised to clean up. As well, there have been incidents where the trucks have forced smaller vehicles off the road, and a logging truck ran into the bridge on the road.The road, he says, is too narrow for the volume of traffic, and the current gravel surface needs to be paved, or at least seal coated.For now, says Bartram, more signage is going up and letters have been sent to the trucking companies asking drivers to slow down and obey the 50 kilometre per hour speed limit.
