    Mr Eddie Bartnik has a long history of involvement with disability services in WA, and has postgraduate qualifications in both clinical psychology and education.He was closely involved with the statewide expansion of the LAC Program since its establishment in 1988 and, as Director of Policy and Funding with the newly formed Disability Services Commission in 1993, was responsible for the development of a cohesive policy framework for funding of disability services through non-government agencies.Since 1998, he has consulted to several interstate and international organisations and developed ongoing collaborative projects.

    In December, the IFFC bought Eddie Bartnik, Director of the Metropolitan Local Area Coordination with the Disability Services Commission in Western Australia, to Vancouver to discuss the DSC's experiences over the past 12 years in implementing IF through a community-based and family-driven governance model.As part of this visit, the IFFC arranged for Eddie to meet Minister Hogg so that his perspectives on system change, and the success of Western Australia, could be considered in a BC context.

    Eddie has a broad and long term perspective on supporting people with disabilities and their families, having worked in the field for 26 years and holding a range of senior government positions in policy, funding and service delivery.

    He has had a major leadership role with the Local Area Coordination (LAC) Program, which now supports more than 6000 people with disabilities and their families throughout Western Australia.The Charter of the LAC is to "develop partnerships with individuals and families as they build and pursue their goals and dreams for a good life and with local communities to strengthen their capacity to include people with disabilities as valued citizens."

    Eddie has been a leader in the reform of services in Western Australia, focusing on direct funding mechanisms to increase consumer choice and control, as well as initiatives to strengthen individual and family leadership and strengthen community capacity.

    In addition to overseeing the completion of the LAC network throughout Western Australia, Eddie is recent years has presented conference papers and consulted with families, community groups and governments across Australia, as well as in the United Kingdom, USA, Canada and New Zealand.
