Norfolk: Donald J. Bartnik's career began in 1968 as a uniformed police officer with the Baltimore City, MD, Police Department.In 1972 he became an agent of the Federal Bureau of Investigation, where he served for 30 years.His first assignment as a special agent sent him to the Alexandria, VA, division of the FBI.During his last assignment as the special agent in charge, state of Arkansas, he was responsible for the executive management of all FBI operations in the state.While he was assigned as the assistant special agent in charge at the Baltimore division, he was sent to Kenya to direct specific aspects of the investigation into the bombings of the embassies in that country and Tanzania.He also initiated a command and control/field training exercise at Baltimore-Washington International Airport to test command and control communications, intelligence and tactical response capabilities.He holds a bachelor of arts in criminology from the University of Maryland.
The position of federal security director was created by the Aviation and Transportation Security Act, signed by President Bush on Nov. 19, 2001.Secretary Mineta said the new FSDs will fill a crucial gap in aviation security by providing, for the first time, a clear line of authority for security at our nation's airports.
