"We're trying to afford primary and secondary buyers home ownership without interference from speculators," says Dan Bartnett, area sales manager for Pulte. "We're trying to promote a stable home community."

Speculators drive up prices and that can push people out of the market, Bartnett says.

"People coming down here as first-time home buyers can't afford to live here," Bartnett says.

Bartnett says Pulte knew there was an underserved market for more affordably priced townhouses when they opened Stratford. But he didn't anticipate that they'd take off the way they did.

So far the holding period restriction hasn't hurt Milano. Townhouses there started around $230,000 in September and they're now fetching prices in the mid-$300,000 range.

There's still a lot of interest from investors in Milano and Pulte's yet-to-be-announced communities, Bartnett says.

"If anybody hears anything about anything they're calling to be put on a list," he says.
