City burdened by debt waits to learn of its fate -

A longtime resident, Charles Bartlett recalled the city as it was in 1969.
In that house, he said from his porch, pointing straight across, the superintendent of Highland Park schools lived.The president of Detroit Edison lived to the right of it and a bank president to the left, he said.
"It was an upscale neighborhood years ago," he said.
Elm trees lined the streets, and their canopy was so broad, Bartlett said, that you could stand in the middle of the street while it was raining and not get wet.
"It looked like a postcard.That's what made me buy here," he said."This was the prettiest city.
"It looks funny to go by the library, and it's boarded up.It looks funny to go by the recreation center, and it's boarded up," Bartlett said."What do we get for our taxes?"
