Cecil continued with the DCAA until 1976 when he left government service and embarked on a career of self-employment.

Initially, Cecil was engaged in custom home building under the name of Cecil Bartlett Builders, Inc., but expanded into the commercial construction arena in 1980, when he formed Bartlett Development Corporation ("BDC").In 1987, he was given an opportunity to expand into the field of Audio Visual Rentals, and even though BDC is in operation today, Cecil began to focus his efforts on managing the much larger audio visual companies.Initially, he was the Chief Executive Officer of Bauer Audio Visual, Inc. and later, when through a merger, the company became Bauer Southam Audio Visual, Inc., he became responsible for the management of the United States and Canadian divisions of the international company. After his stint with Bauer, Cecil also managed the United States operations of Projections, Inc. and remained in various segments of the audio visual business until his complete retirement in 2004.In 1994, Cecil and his family learned that his body was under attack by a rare form of genetic cancer that had also plagued several other family members. From that point forward, the entire family was dedicated to overcoming the disease and Cecil and his blood relatives literally became a case study for M. D. Anderson Cancer Center. As a result, the past twelve years have included many surgeries and courses of chemo therapy, but Cecil remained optimistic and determined to overcome the disease until the very end. Those years were also filled with many wonderful memories of dedicated time with family and close friends that included a change of residence to the family ranch at Pidcoke, and the opportunity to assist his son, Randy, with his ranching operations. These surroundings also provided him with the opportunity to have regular interaction with the immediate family that he treasured so deeply and to be outside with his grandchildren and to relish their growth and development. He was also delighted with the time it gave him to visit with his daughter, Susan, in her Frisco home and to "baby sit" with Preston.

Cecil was preceded in death by his parents and his brother, Donald, who died on August 1, 2004.
