Dr. Abigail Barrow is the founding director of the Massachusetts Technology Transfer Center (MTTC) and is responsible for the establishment of the Center, as well as its overall management and development of program offerings.MTTC supports the commercialization of research technologies through a variety of programs including technology reviews, mentoring to researchers, seminars and workshops, and mini-grants to support technology development.
Prior to founding MTTC, Dr. Barrow served as managing director of the William J. von Liebig Center at the University of San Diego.The Center was created in 2001 to support the commercialization of research being performed in the UCSD Jacobs School of Engineering.Previously, Dr. Barrow worked for UCSD CONNECT where she developed and expanded many of its programs to support early-stage company formation and technology commercialization.CONNECT's programs focused on supporting early-stage high-tech and biotech companies, and in particular helping them raise funding from venture capitalists and corporate partners.She also served as a Member of the Board of Directors of the Center for the Commercialization of Advanced Technologies Consortium, which is comprised of UCSD, San Diego State University, Lockheed Martin Orincon, and SPAWAE Systems Center (US Navy), and received more than $25M to identify and commercialize technologies in areas of crisis and consequence management.
Dr. Barrow received her Ph.D. from the Science Studies Unit and a B.Sc. in Mechanical Engineering from the University of Edinburgh.She is also a fellow of the Beyster Institute at the Rady School of Management at UCSD. -

Dr. Abigail Barrow is the Founding Director of the Massachusetts Technology Transfer Center (MTTC). She is responsible for the overall management of the MTTC and the development of its programs. Prior to joining the MTTC, Dr. Barrow served as managing director of William J. von Liebig Center at the University of California San Diego (UCSD). The von Liebig Center was created in 2001 to support the commercialization of research being performed in the UCSD Jacobs School of Engineering. She has also served as a member of the board of directors of the Center for the Commercialization of Advanced Technologies Consortium (CCAT), which assisted in the identification and commercialization of technologies in the area of crisis and consequence management and received more than $25 million in federal funding from the Office of Naval Research.
Dr. Barrow worked in a variety of roles at UCSD CONNECT from 1990 to 2001. At CONNECT, she developed and expanded many of its programs to support early-stage company formation and technology commercialization. The CONNECT program is now internationally recognized and has been successfully replicated in other regions of North America and in Europe

Abigail A Barrow, Ph.D. - Managing Director, von Liebig Center, Jacobs School of Engineering, UCSD and Executive Board Member, CCAT
Dr Barrow oversees the development and implementation of the von Liebig Center activities. She is a graduate of the University of Edinburgh with a B.Sc. in Mechanical Engineering and a Ph.D. in Technology Transfer and Industrial Development.
At the von Liebig Center she is responsible for the internal management of the Center, including the provision of technology commercialization advisory services to engineering faculty, a seed funding program and a series of graduate courses in entrepreneurism. She is also responsible for the Jacobs School partnership in the Center for the Commercialization of Advanced Technology (CCAT), a federally funded program that is dedicated to bridging the gap that exists between the generators of technology, the Department of Defense and the commercial market place.
Prior to joining the Von Liebig Center, Dr. Barrow undertook research, program development and program management work for UCSD CONNECT. At CONNECT, Dr. Barrow managed the Financial Forum, Biotechnology Corporate Partnership Forum, Springboard, Virtual Board, and the human resources program, HR CONNECT, as well as CONNECT's seminars and classes. All of these programs assist high-tech and biotech companies in finding the resources they need in order to grow.
Dr. Barrow serves on the board and is chair of the CDC Small Business Finance Corporation which provides debt financing to businesses in San Diego, Orange, Riverside and Imperial counties through government guarantee programs. She is also a board member of the Combined Health Agencies, a federation of twenty-four local chapters of national health agencies.
